The Ontario Energy Board (OEB) sets the commodity rate. The price threshold - the amount of electricity that is charged at the lower price - changes twice a year for residential consumers. The threshold is 1,000 kWh per month during a winter season (November 1 to April 30) and 600 kWh per month during a summer season (May 1 to October 31). For non-residential consumers who are eligible for the price plan, the threshold will remain at 750 kWh for the entire year.

For Standard Supply Service customers (not purchasing the electricity commodity from an independent retail company), a monthly administration fee of $0.25 is added to the regulatory charge to recover a portion of the cost of the systems required for the new market.
