Designated Consumers

“Designated consumers” are billed under the Regulated Pricing Plan (RPP) for the electricity commodity, which is regulated by the Ontario Energy Board. Effective November 1, 2009, designated consumers are defined in accordance with Ontario Regulation 95/05 and subsection 79.16(1) of the Ontario Energy Board Act, 1998. Consumers who qualify include:

  • Low volume consumers;
  • A consumer who has a demand of 50 kilowatts or less;
  • A residential complex, co-operative or condominium property;
  • A consumer who uses between 150,000 and 250,000 kilowatt hours of electricity annually; and
  • Farms.

Other large customers whose consumption is greater than 250,000 kilowatt-hours per year and who do not qualify for “designated consumer” pricing, will remain in the wholesale market. Rebates that apply to these users will be paid quarterly, as set out in provincial regulations.
